It shall be unlawful for a transient merchant, itinerant vendor, or any solicitor,
canvasser or peddler to engage in such business within the corporate limits of the
city without first obtaining a license therefor in compliance with the provisions
of this article. The city police department shall conduct all background investigations
required by the terms and conditions of this article for applicants prior to the issuance
of a license.
